To address the irrational allocation of sensor resources caused by the non-uniform distribution of lost target positions in maritime environments
an optimization strategy for sensor deployment based on regional priority is proposed. This strategy leverages prior knowledge of the target probability distribution to classify regions by priority through clustering. An effectiveness function is then constructed to generate an initial deployment scheme
which is further optimized using an improved Metropolis test random restart hill climbing(MT-RRHC)method.Experimental results demonstrate that the proposed approach achieves an average increase of 14.6% in the coverage rate for key regions under limited resources. When resources are sufficient
it improves the overall rate and cross-coverage rates for key regions by 1.5% and 9.6% on average
respectively. These findings validate its advantages in resource adaptability and monitoring effectiveness in critical areas.
